CPI vs. PCE Inflation: Why the Measures Differ and How to Read Them
Learn how CPI and PCE measure U.S. inflation, why formulas, weights and scope create different readings, and which question each index answers.

A higher CPI reading and a lower PCE reading for the same period do not mean one agency found the “real” inflation rate and another got it wrong. The United States has two primary consumer price measures for goods and services: the Consumer Price Index and the Personal Consumption Expenditures price index. They examine overlapping economic activity but use different formulas, weights and boundaries.
Those differences matter because an inflation rate is not a direct reading of every price in the economy. It is the result of combining many prices into an index. Change how the components are selected or weighted, and the final rate can change too.
What CPI and PCE are designed to measure
The CPI discussed in comparisons with PCE is generally the Consumer Price Index for All Urban Consumers, or CPI-U, produced by the Bureau of Labor Statistics. It measures changes in households’ out-of-pocket spending within its urban-household scope.
The PCE price index, produced by the Bureau of Economic Analysis, has a broader consumption boundary. It covers goods and services purchased by households as well as spending on their behalf, and it includes nonprofit institutions serving households.
That distinction is especially important when another party pays for a service consumed by a household. PCE can include employer- or government-funded medical services, while CPI medical-care weights are based on consumers’ out-of-pocket expenses.

The Federal Reserve’s longer-run 2% inflation objective is measured by the annual change in the PCE price index rather than the CPI. That policy role does not make PCE a universally superior answer for every consumer question; it means PCE’s construction fits the broad inflation measure the Fed has chosen for that objective.
Four mechanics create the gap
Official reconciliations divide differences between CPI and PCE into four buckets: formula, weight, scope and other effects. This framework is more useful than assuming one particular category—such as housing or gasoline—always explains the gap.
Formula effect
CPI uses a modified Laspeyres formula, while PCE uses a Fisher-Ideal formula. The Fisher-Ideal approach reflects consumer substitution among detailed items as relative prices change. In practical terms, PCE’s calculation can respond more readily when spending shifts between categories.
This does not mean PCE assumes that households can simply avoid every price increase. Substitution is an index-construction feature: it describes how changing expenditure patterns enter the calculation, not whether a household is better off or whether an alternative purchase is equally desirable.
A fully current Fisher-Ideal calculation is difficult to implement in real time because it requires current-period expenditure data. Even so, the PCE index is constructed so that it adapts more quickly to changes in how Americans are spending their money.
Weight effect
Both indexes assign relative importance to categories, but they derive those weights differently. CPI weights are based primarily on household surveys while PCE weights come primarily from business surveys. A category with a larger relative weight will exert more influence on the corresponding index.
This is why the same underlying price movements need not produce the same top-line rate. Even if both measures observe similar prices for a category, different category weights can create different contributions to overall inflation.
Scope effect
Scope asks which expenditures belong in each index. CPI focuses on urban households’ direct out-of-pocket spending. PCE covers broader consumption by households and nonprofit institutions, including some payments made for households.
Medical spending illustrates the distinction. In PCE, medical care services can include payments made through employer-provided insurance and government programs, not merely the amount consumers pay directly. The two measures can therefore assign medical care different importance even though both are intended to track consumer prices.
Other effects
The remaining gap can reflect differences in seasonal adjustment, the detailed price series used and residual factors. These technical differences are grouped together as “other effects,” but they can still make a noticeable contribution in a particular period.
A reconciliation shows why there is no fixed spread
A historical comparison makes the mechanics concrete. A published reconciliation for the third quarter of 2006 put PCE inflation at a 3.0% annualized rate and CPI inflation at 3.7%, creating a 0.7-percentage-point headline gap.
The categories responsible can also vary. In this example, imputed rent for owner-occupied housing and motor fuel were important parts of the weight effect, while seasonal adjustment was the main contributor to other effects. Hospital and nursing-home services were important to the scope effect.
This historical result should not be turned into a rule that CPI will always exceed PCE by a particular amount. Research covering the first quarter of 2002 through the second quarter of 2007 found that CPI-U rose an average of 0.4 percentage point per year faster than PCE, but it also found that the magnitude and direction of the underlying differences varied over time.
Choosing the right lens—and avoiding common mistakes
The useful question is not “Which index is correct?” but “Which spending concept matches what I am trying to understand?”
- For direct household expenses: CPI’s out-of-pocket lens may be the closer conceptual match, provided its urban-household scope is understood.
- For broad household consumption: PCE includes a wider range of spending, including qualifying payments made on households’ behalf.
- For understanding Federal Reserve inflation language: PCE is the relevant measure for the stated longer-run inflation objective.
- For comparing two published rates: Check formula, weights and scope before treating the gap as an economic contradiction.
Neither index is a personalized cost-of-living statement. Each combines many categories using economy-wide weights, while an individual household can have a substantially different spending mix. Someone who spends relatively more in a category experiencing a large price change may feel a different effect than either headline measure suggests.
It is also a mistake to read PCE’s substitution-sensitive formula as proof that inflation is harmless, or to read CPI’s out-of-pocket focus as proof that it captures every household expense. The two indexes answer related but distinct questions. Their disagreement is often information about measurement design, not evidence that one of the readings must be discarded.
